This song has alot of meaning. Japanese folk love word puns. Since hello sound like "ha row" it also sounds like "how low" so saying it twice gave it that title. The lyrice talk about how things have changed below them as they fly take flight. In other words "hello" as well "its been a while hasnt it?". This song has alot more too it. I suggest looking up the lyrics, it'll bring even more meaning to it.

Word puns are a joy, and they took this way of pronouncing it as "how low and low" as looking back down on the stuff below and how much its changed. Its meaning of visiting the past and reminiscing. So here its both saying "hello" and "its been a while hasn't it?"
