In Brazil, especially, this drum beat is called ijexá funk. Ijexá is an African rhythm whose key is marked by cowbells in a typical rhythm, in polyrhythm with this funky beat. This beat can also be generically called Latin funk in Brazil. It was very popular in the 80s and 70s and there are numerous recordings of Brazilian popular songs in this rhythm.
