As the President of Singapore, he needs to speak with minimal reliance of the script. Look at the late Mr Lee Kuan Yew, Lee Hsien Loong and even Lee ShengWu, they are natural eloquent and charismatic speakers. Being English-educated and monolingual, we certainly expect more from The Excellency in delivering public speeches. Hope he may improve on public speaking, and preferably at least 3 languages. He can't speak and complete a sentence by NOT referring to the script. This is very embarrassing especially all the international who's who were there.
