Was this laborer, Victor Gomez Sr. actually a License Electrician? The TESLA employee(s) overseeing the labor such as a project managers should also make sure panels are off for their own safety as well. Who were the designers and company / laborers who installed the paneling that needed to be checked by Victor Gomez Sr.?
Negligent to think only one Electrician should be responsible for checking 2,500 acres of land and 10 million square feet of factory floor "with additional space (unspecified square footage for Gigafactory in Austin, Texas) currently under construction" (could the currently under construction square footage have interfered with the circuit that should have been turned off?) (Information taken from the lawsuit paperwork).
A licensed electrician would already be trained on the dangers of electrical paneling and understand the need to turn off and ensure the panel is off and no longer energized. What is the voltage for the Gigafactory paneling? Belcan may want to/should also do their own investigation into this occupational related death. (Do Labor and Industries also do investigations similar to OSHA?)
RIP to Victor Gomez Sr. and my condolences to the family and friends and co-workers of Victor Gomez Sr.
If there is a life insurance policy double indemnity may apply since Victor Gomez Sr. died on the job.

Has BELCAN and or TESLA taken out life insurance policies for their employees/contractors etc.?
Will want to make sure the family receives the insurance policy claim benefits.

So this is the government getting back at musk. Everyone can see through this

Sorry to burst your bubble but no it’s not the government getting back at Elon Musk. When working in a construction environment many things can go wrong. That’s why it’s very important to follow safety protocols. Never trust anyone that they did something without you checking it yourself because it can cost your life.
