In a situation like this where the drain to the main is shared between neighbors, how does the billing work? Do both neighbors pay a flat fee, both part, one pays it all? Would seem a little unfair for the neighbor who didn't call you to get a free unblock on the back of their neighbor.

This was a triicky one because they dispute its their problem. Customer now knows its not her problem, so she now has a report from me to take it up with the neighbour

Maybe the customers should send your video to Water Company.
That way they can see that there's flow from two properties and also one the drains is under another property before the second joins in.
Each of those makes it Utility responsibility if it happens again.
I can understand them trying to get out of it but they ought not be allowed to.
I do hope you told the customers to chase Utility for drain repair indue course.
In the meantime if it blocks again the utility should jet it out.
That's half a dozen cleans the householders shouldn't have paid for.
