You can find Seasparrow in Bayside Marina and reach it wothout wanted level.

This helicopter is kinda look like the Indian Air Force army this helicopter can be seen on vice city except that he don’t have the gun
Ahh, dude, how did you not get the military aircraft shooting you down with their homing missles? Everytime I try it this way I do not succeed... madness.
I did get them. The Hydra appears at 4:34 . It fires a couple of missiles.
I got fortunate for the trip back to Los Santos.
You did. My bad home slice. I naturally assumed you did not once you acquired the Seasparrow and I will admit I did not see the video after that. I am busted. I had tried your way but always could not evade the dam homing missiles or shoot down the jet. The way I got the same Seasparrow was to fly from Los Santos to Las Venturas from way out to sea and come into that Seasparrow area. Swim up to it and then push it out by swimming into it and out to sea for a while. Then I do not get 4stars and can fly it safely out of zone back to Los Santos. I thought I saw some video on TH-cam of someone who did it but I cannot seem to find it any more.

Dam position to home is much faster so safer too.
When you plan a route to eliminate 1 or 2 stars the way back it's not a big deal.
