The question is whether military , in a democracy, can do civilian duties? I think it should be allowed , especially a Profesional military such as the UPDF , as long as it is allowed to assist the Police in arrests, health care , Agric etc. Why should law be exception?

Constitutional amendments cannot work in this situation. The parliament cannot create a law contrary to the judgement of the supreme court. The people you support do not believe in the rule of law.
