I think Warne did more for spin bowling as an art than Murali did, leg spin was dying and put it back on the map. Murali took advantage of a birth defect to put far more spin on the ball than a normal person could, but having said that, he still had the skills to put the ball in the right areas to take wickets. I have huge respect for Murali, a really humble and nice guy, but my heart is with Warne.
It is a debatable topic, without going to the questionable bowling action, one should also look at the quality of opposition which both got those wickets with Murali getting his wickets at home and other games on the sub continent where it is spin friendly and many more tests against Bangladesh the Australia had. Warnes 2 wickets from this video is against set batsmen who are highly rated batsmen and he made them both look like second grade tail enders. Good batsmen couldnt pick Murali as his doosra was alot of over spin, though leg spin is such a harder craft/art to master, to get that ball to land in the right place and put alot of rotations on the ball.
