Can I use a charger to run them insted of 9 volt battery? Means cutting the charger from back and connecting the positive and negative wire. If it runs with charger.. Then I will make it for diwali.

the connection of the positive pole of the led to the ic pin is not clear, which pin is soldered?
It will be better if it is given that at which pin in ic which led will be soldered. Example...1st led should be soldered at which pin of the ic.
