The cyber truck and roadster have never been promised in any timeframe, everything has been an estimate. In 2019 when he unveiled the Cyber Truck he talked about how he didnt even have the gigafactory he was gonna make them in built yet. Also in 2019 it was estimated to be available late this year so there is time.

So everyone has their own national mines, but most of everyone's lithium is traded with China, who gets it from Chile. I don't know where Europe stands in all of this, but I'm going to look into it now, but I would loosely assume all Tesla plants are getting lithium from the same supplier, and at a great value I'm sure.
