I'm wondering if it's just a Router? Trimmer is what I think of for a paper cutter that cuts straight lines. When I took woodshop we used a router, it's like a spinning rotary tool, has different shaped bits you can put on it to get different results . If he's just sort of drilling a round hole, then pushing the mdf board forward a bit, it would cut a channel with rounded ends like that. It almost looks like you could use a hole punch at two ends, then cut straight lines to join them together and remove the paper between. Except getting a hole punch deep enough woukd be problematic to reach further.
