Dear friends it is a wrong method before plastering u have to spray rust remover spray on the rusted iron bar . Wait for 15 minutes clean all the rust with a clean cotton cloth . The Paint the iron bar , after curing apply Dr fixit bonding agent at the both iron bar and Spalled Surface immediaty u plaster with cement and sand mix u can also add pedecrete urp or other brand for excellent bonding this method will be more durable
RCC structure has to repaired by using bonding elements / Polymer modified cement - mortar. The method shown in the Video may be just ok for patch up, where there is absolutely Zero load on the RCC member. Use first rustocleaner to steel cleaning,next zinch rich primer use to coating to steel rod for anti corrosion . there after 30 minutes plaster with micro plaster cement.these material all available at online.are near to your at hardware shops

He would have paint the iron too. And wait for 3 day. I did so
