I'd blame the timing. Gummi Bears was Disney's first major television series hit, as Wuzzles proved to be a one season wonder, and Fluppy Dogs never took off at all. Of course, Ducktales proved to be the biggest hit yet, and that game hit when Ducktales was still popular. While I could see a Gummi Bears game coming out after a Ducktales series, it would never be able to crawl out of Ducktales's shadow. Gummi's time to shine was before Capcom had the license, and I can see why they'd rather go ahead with Rescue Rangers and Talespin instead, cashing in off their most popular period of being the new series. Look how unpopular and forgotten the Ducktales and Rescue Ranger game sequels were, making them rarities.
Capcom had no excuse to skip this series, especially since it was still airing new episodes when the other games were released. I mean they could've at least pulled a DDP/SMB2 and used the Little Nemo engine.
I'd also blame it on Disney. Even though Gummi Bears would be a regular Disney Afternoon staple for the first year of the programming block, it felt like it was there to pad out the runtime until Darkwing Duck premiered the next year. Disney wasn't making any new merchandising at the time, so they clearly didn't think it was worth bothering to make any more money off of. Gummi was, after all, Disney's attempt at a Smurfs-esque toy based series, and that fad petered out around that time. Though the show itself seems to be more popular than any merchandising it ever had. I don't recall any merchandise post-Ducktales except for a Kellogg's PVC set promotion, where they were doing that with every Disney Afternoon series at the time. So I guess, despite the fact there were more episodes in production because the cartoon did well by its own right, Disney just decided to focus on newer programming. So Capcom probably wouldn't have pursued an older cartoon for a video game, and Disney probably wouldn't have bothered granting them the license for one because they'd also prefer the license for future series as well.

this is sctually FIRE I played Sonic and Tails as a child and literally watched through all of the Gummi Bears show this was such a sick idea and worked extremely well maybe Gummi Bears should get an indie retro game in some sort of future? 👀
Anything's still possible with enough clamor and vocal interest (at least in theory). I'd totally be for it, either as was done with Ducktales Remastered's style or akin to Capcom's SNES Disney offerings. And if not, well, a fan game of sorts could happen. Fingers crossed, right?
