Herbie believed in people's dream. He usually asked people about their dreams and looked for ways to make them happen. This was the difference between him and Tony Elumelu. While Tony will steal and subvert your idea to his, Herbie(Cfr) would help you see your dream a reality. Never met him but he was a banker with no guile.

Did he steal those banks or did he orchestrate their downfall? Those banks were dead and needed to be rescued and anybody bold and wise enough could offer to buy them. Business that is dead or dieing or heavily indebted are usually bought at very low price because the new owners will also inherit the problems (liabilities) of the purchased company.
