tourism is a very old industry in albay. but it never improved the prpvince and the lot of the poor people in albay. the govt must focus its attention and resources in creating a robust inter municipal trade in albay abd inter provincial trade in tge whole bicol to spur economic activity. unlike tourism which only benefits the hotel owners and restaurants, an inter munucipal trade will benefit all the farmers of each municipality to strive in producing more because they know that their prodycts will have a marker and can be sold properly to the other municipalities of albay.
