What if the employer paid employee for exclusion pay 2 months after their isolation time for time missed from work. Is there a penalty for the employers who do not pay the covid exclusion pay on payday following the time that was taken off?

What about getting days off? I know someone who works at a hotel in California. He lives at the hotel because there's a home behind the office with a bedroom, bathroom, kitchen, and living room area. He's on the clock 24/7 because hotel doesn't close. Everytime a customer walks in he can hear a ring so I know I have a customer; there's cameras. He locks up the office at night; and, there's a side window when he have a customer in which they can press a button to ring the bell from outside to let him know they are there. He has to be available 24/7. He's only allowed 2 days off per month. Also in the office/front desk there's cameras where the General Manager can see and hear conversations he has with customers. The general manager lives about 2 hrs away I believe but can see everything going on because the cameras are connected to his computer. While talking to customers he'll get a phone call and get correcting on the spot if he mistakenly give customers the wrong information. He's not from California; I'm not from California. Some of these things don't seem right; however, if you are from California or know California laws well please let me know.
