You start farming the Charr with level 7. You can pick up the Vanguard dailies starting with level 10. Gotta check the daily activity schedule on the GW1 wiki to see when Tate is coming up. Until then you can farm just the Charr or whatever mobs the current daily quest is and then turn it in the next day when you pick up the next. Tate or Hamnet are the preferred ones, though.

You can also combine 2 Vanguard Quests with an alt account or with someone that has Charr Champions (Or Blazefiend Griefblade).

Probably through the Farmer Hamnet quest, or he just made the daily for the 1k exp, since you dont need to Death- Level anymore :D
