There used to be a place nearby that did this, but they stopped and went to regular ice cream. They said that they couldn't afford to keep the frozen surfaces running.
This is kinda interesting. The reason why icecream isn't solid as a rock like other frozen liquids is because air is incorporated into the fat while it's freezing - like whipped cream. Though it does technically work here, the artisan had to crush out a lot of that air first.
This is how my ice cream shop used to make them. Worked there for half a year and we just mixed the scooped ice cream with a bit of cream to make whatever flavored rolled ice cream you wanted.
