I had to tell a friend as well as my pwn mom to quit plucking! In elementary school the librarian wore liquid eyeliner where her eyebrows were supposed to be located. I spent too much of story time looking at her drawn on brows that listening. My Grandama was a "Beauty Operator" term before "Cosmotolgist" was the term. She told me it's ok to pluck if you don't want them to grow back keep plucking.
I tend to be pretty ahead of makeup trends so I was into the foxy lifted eye look years ago and even tweezed my brows to complete the look (I have hooded eyes). I’m still trying to grow out the ends, it’s not worth it for a trend. Humans do not look good without those arches, lifted face effect or not, especially without makeup. Giving makeup tips for glass skin, smoother makeup, etc. with a blurring filter on is just a shitty thing to do. Your makeup's never going to look perfect. It's made to sit on your skin. You can't erase texture with the right techniques, your pores are always going to be there
FYI: you can use setting spray as a mixing medium. You don't have to buy a $20 0.5oz bottle. Just spray it directly onto the powder you want to use as an eyeliner and apply with a small, stiff angled or flat brush. If the pigment lessens or it starts turning more powder-y then spray again. When it dries, it goes back to normal so you aren't wasting your product either.

I'm not sure exactly what tiktok u r referring to, but the general "rule" Is to not put cream over powders. However, on tiktok there has been trend of putting on a luminizer, or color correcter, setting it, then going in with foundation. I'm not really sure what the tiktok was saying, but I hope this helps

Just try out what works with the products you have. It often depends on the formula
