That's correct. It's just that in Stormblood it...didn't work quite as well as they were expecting. But they learned from those problems and fixed that starting Shadowbringers.
Heavensward split to Sea of Clouds and Western Coerthas Stormblood split to The Lochs and The Peaks - the problem was that there was the instanced duty right as soon as they merged.
So just saying but Ardbert and the others didn't fail. They very much succeeded in wiping out the darkness...which then brought on the Light that snuffed out most of the continent.
