  • The city of Los Angeles is exploring new penalties for anyone found to be in possession of a catalytic converter that they are unable to provide proof of ownership for.
A new city ordinance proposed by L.A. Councilmember John Lee at last week's city council meeting could lead to suspected catalytic converter thieves having to pay fines as much as $1,000 and face as much as six months in jail.
KTLA's Gene Kang reports on March 31, 2023.

If the fine is less than the profits, it's just a cost of doing business. The same reason why all these billion dollar corporations willingly violate the law, because it's cheaper to pay the fines than obey the law.

$1000 seems a little low if it costs someone $8K to fix it. If it can be proven who stole it, they should have to pay every penny it cost to fix plus hardships of renting or using paid transportation. If they can't pay it then garnish their wages.
They say the problem is nationwide but I have not seen this where I live. I guess that is the benefit of living where the cops are so bored they'll pull you over for a license plate light. 😂

A fine of "up to" $1,000.... ? That's not going to do anything to deter thieves. If they were to ever get caught (unlikely) and be forced to pay the maximum fine (even more unlikely) ... they could just go steal 2-3 more cats to make up for the fine and still come out ahead. And they were like "okay so you want make a report? So you want more patrol in yourarea?" But super annoyed. I regretted that call. All I did was stress myself out. Was A waste their time apparently . A week later at least 10 cars in my block were hit. Including ours but luckily they weren't able to finish. We found a blade on one side of the converter. I paid $2000 (installed, ~$1500 part) for an OEM cat, got it stolen weeks later. New ones are out of stock because they've all been stolen. The EPA has regulated these non-essential $200 parts into $2000 thief magnets. Of course anyone who complains isn't cool enough to afford a new Ferrari with dual $5000 cat converters.

The low cost aftermarket cats don't meet California / New York requirements because they are smaller/ have less catalyst in them.

Cat converters clean up exhaust emissions more than you think.

You make them go install 100 for every one they steal as Community services plus fine with reimbursement of repair cost and time lost expenses.
