Do you have permission to mount your go pro to the rail at the window? I thought you can't record on a service bus as it's privately owned and not public property hence you can be charged a fare. How does that work?

Yeah, that’s not actually true. Normally, it’s just what drivers say so that they can intimidate the person filming so that they don’t film.
A better approach that I think drivers should probably take if asking not to film (or at least, in my opinion) is, instead of lying, maybe saying “I don’t feel comfortable with you filming/you don’t have permission to film on my bus” & that gets the point across perfectly.
I’ve been busy spotting for 3 years now, & I’ve been filming journeys for about 2 of those years, & it is something I have done almost 300 times (296 times at the time of commenting), & most drivers I’ve seen seem to be completely fine with it. I’ve also emailed Lothian about it before (back in November of last year), & they said that it’s completely fine to film upstairs as long as no other passengers are in shot, & if filming downstairs, I should always ask the driver if they are comfortable with me filming before continuing, & if they ask for you to censor any shots of them, then you should definitely oblige.
I do think it’s a fair question though, as, like you have stated, buses are indeed private property, but I guess that it really does just depend on the driver. I should also state that other operators will have different thoughts on people filming. I did message Bay Travel about this on Facebook before in May after I had attempted to film a journey on the 87 & the driver hadn’t been so keen on it, but they never got back to me, so I never uploaded the journey in the end.
Passenger privacy is actually the reason I deleted all of my OBVs (onboard visuals), since I was sitting at the back of the bus filming to the front, so all passengers would be in shot, & you could hear their conversations (which, for all I know, could contain private information), & I just felt a bit uncomfortable doing it, as you could see exactly what all the passengers looked like, as opposed to my single decker RVs/FRVs, where you’d normally only see the person’s torso.
