If she isn’t mature enough to understand all you asked was only for her safety WITHOUT his intervention, she is not mature enough to have a relationship where she travels to see a man. She’s still quite the child.
The contact info and asking her to check in when she gets there and when she is about to leave is standard safety when anyone is traveling to another country. In fact, the state department recommends that you go by the embassy when you get to the other country to register your passport with them. If you disappear or there is trouble in the country or you get into trouble it is much easier for them to help you. If the guy is legit he should not have a problem with any of this. If her father is not in the picture and you are filling that role with the mom’s permission your concerns seem normal. I was military a long time ago and I don’t understand why he would report you when what you did was normal. And if he wanted a legit relationship with your niece wouldn’t he want to stay on good terms with her family? Is your niece not comfortable with you in this fatherly role? Perhaps she is in a breakaway stage and thinks others shouldn’t have an opinion about what she does. Not much you can do about that. It is very hard to protect someone that is determined to be stupid about their own safety. Take the trip you planned with other family members or friends. Don’t give people things they don’t want or appreciate. I see plenty of red flags here but not much you can do about it if niece doesn’t see the risk. She could lose her phone or have it stolen so she should have a plan for that. Also, if there is an emergency at home does she want to know about it or be no contact till she gets back? If she is having a romantic movie type of fantasy with this guy she isn’t going to see the danger because she thinks this guy is going to protect her. Her mom should make sure she has a way to leave if she changes her mind about this guy after she gets there.
So I have a feeling her bf is having an affair with her, and that’s a BIG no no in the military, they can get in mega trouble for that so that might be why
