I don't think it's breakage, I think it's a manufacturing issue. they probably put one weft the wrong way and couldn't be bothered to fix it. I've watched how to sew wefts, and it's usually one weft is a row of hair folded in half, but sometimes they'll make one side shorter than the other and put the short side underneath. if you look through the wefts of wigs, you should be able to find some with shorter hairs on the underside - especially on longgg wefts/wigs :)
Sometimes those shorter pieces aren't actually breakage they use shorter pieces to make the bang thicker. A lot of cheap extensions will have those little pieces by the weft unfortunately
