To be honest, in an RPG with the protagonist being a player created character, Sinder would be the first party member to join them. I just see her as too sweet to be an enemy.
Sinder would be the party member who you would fight as a trial but depending on your actions, would become a final boss or an ally for the other final boss.
I could easily see her normal form being the first stage and her demon form as the second. And her heavenhound form you can only fight if you choose a certain route!

I have a sugestion for Sinder. If she wants to look more menacing, swap the blue flames for black. It'll look like the Amateratsu jutsu from Naruto.
