It's kinda funky how the Federation had no real protection, and then when forced to make one they began pivotting into the other extreme end of the spectrum. Kind of beg to ask were they even really that comitted to their ideals and principles if all it took to make those fly out the window was a series of highly succesful campaing of raids, terror attacks, and genocidal attacks by space pirates? Because the pendelum swinging so hard to the other end would not occur if there was a strong commitment to the passifistic values of peace in space. Even if it can't be absolutist passifism, but rather the kind where the defense of self and life/wellbeing of others is a core tenant that is done with refrainment of excessive force or brutality.

Logically, would stand to reason they are trying to bait Samus into taking even a single swing back to get to fully go after her instead of taking cheap pot shots from the shadows. Because they can't keep up the charade of backstabery and attempts at assasination forever. Following logic, that is. If we will ever see this plotline go anywhere is another question.
@ Personally I also think they have to bait Samus, as you say, because Samus via scan logs has an unbelievable amount of dirt of the federation.
