there were no issues or fines from the FCC - the david letterman show was not live ! the show was pre-recorded in front of a live studio audience in the afternoons (4:30 pm monday, tuesdays, & wednesdays, and at 3:30 pm & 6:00 pm on thursdays) then aired weeknights at 11:35 pm...all of madonna's expletives were removed prior to the broadcast...
I highly doubt that as it was the show’s producers idea, which was confirmed by Madonna’s publicist at the time. Liz Rosenberg finally admitted that it was all planned beforehand, but Madonna took the heat as usual.

Carson would be just like “ooh ooh is it hot in here, are we still on the air, 00 that’s some weird wild stuff, ooh ooh.“ Carson had no talent for banter like Letterman. That’s why they went with Jay Lame-o.
I liked her music but not her character with the attitude of a teenager in need of attention... Frankly, nothing impressive, a low level interview, even if Letterman demonstrates his usual class and professionalism.
