As someone who is a Stealth goober, seeing a video named "The BEST Stealth Build" and seeing that it doesn't have any bad choices, makes me feel a little happy. Whats kinda neat is that this is exactly my build except on my build I have Applience Breach and Slippery instead of Manipulator and Overbearing. Speaking of I find Overbearing a interesting choice. As there aren't many heists where you need to move more than 2 civilians usually, only heists that come to mind is NRFTW if you get caught trying to hack the PC for the vault code, Dirty Ice if you end up masking up and haven't finished looting the front and Fear & Greed in Swapmeet and Jordan, or if you have the Favor that moves the stockbrokers in the upstair offices. Outside of those specific heists I don't really see the use case. However I don't think the skill makes civilians run, I'm pretty sure they always run once you are a specific distance away, I think it's something like if you are more than 10 meters away? Also talking about Throwing Knives being able to be used as Audio lures and getting Top Up and Extra Munitions made me a little happy, as no one ever talks about that. Either way this is actually The best Stealth build video for Payday 3 right now.

The last like 8 skill points or so are definitely catering for very rare or specific situations which is why I went with manipulator and overbearing. With a bit more thought, I think I would maybe rather swap them out with Slippery and Assassin Aced as to me Appliance Breach IS a good skill to have and I totally would bring it if I had an extra point but it is just as situational and as likely to be used as needing to move 3 civs at once in my opinion. Also I may have worded it weird but I am aware that it's not overbearing making tied civs sprint when you order them to follow it's just an inherit thing that's different than payday 2. The point was simply just to bring attention that civs move much faster when following a player rather than moving them as a human shield.

Slippery is just kind off all around good if you get cuffed your teammate doesn't have to mask up to help and search is usually still doable. I agree with what you think about Appliance Breach but to me it feels more useful than Overbearing, atleast to me. Oh gotcha, the wording made it sound a little weird so I wanted to say just in case.
i really like this video i never thought of grabbing assassin aced so thank you! The only things i dislike about the build are that ecms with 3 runtimes are over kill unless you have Cerberus core since you can place motion sensors on guards butts to have them perma marked which is useful in rock the cradle overkill since there's only 3 guards. I think top up with munitions is overkill as well that's 12 throwing knives! Though i can see that being good on surphaze so maybe it isn't a bad choice. But other than those 2 things pretty great build!
I don't know what primary gun you used, but I would pick a shotgun with a supressor, since you can move bodies with it. I would also recommend a dogwater handgun to stagger guards if one spots you (yes Drop Cloth exists). My build is kinda similar, but it has Scrambler aced with Full Recall for infinite rush (in specific areas, like Houston Breakout tellers), 1 runtime, 2 ECMs with Cam Distortion, Menacing skill, and no Drop Cloth (for no reason). I will never be able to play this game without Powerlifter skill. I am mostly a loud player btw.

a cool little thing you can do if you ace Scrambler is quickly placing and picking up an ECM for on-demand Rush

At 1:09:07 i think the guard only check in if you shoot (or melee) the vent. If you use your screw driver he ignors it.

you get more skill points as you level. You will have all 28 points when you hit level 100
