Maybe it was considered 'good enough' without beam weaponry at first because its primary targets would have been ships and submarines that could be destroyed effectively with just torpedo and missile weapons. By the time they could be fitted with an MPC, Zeon's main forces were probably getting kicked off of Earth anyway and it would have been viewed as a waste of money to upgrade. That could also be why the underwater bit type was discontinued, Zeon didn't have enough Newtypes to spare and needed them for more important defensive operations in space.

Good theory and maybe the underwater bit type was successful but re-purposed and help develop the bits on the elmeth and future newtype weapons

Furthermore, it seems that beam weapons don't really work underwater. The amphibious suits that use them are made for coastal combat (like Jaburo invasion) where they're supposed to fight near water, using it to cool their guns. The Grublo, however is a submarine, and a submarine is supposed to stay submerged.

"Shockingly, it only them a month and a half to develop it." EVERYTHING gets developed fast in UC Gundam. Within the span of the One Year War, Zeon designed, developed, tested, and deployed every amphibious mobile suit in existence, the Gouf, Efreet, Dom, Gelgoog, Gyan, Kampfer, Xamel, Pezun Dwadge, etc. And completely overhauled their multiple production lines with the United Maintenance Plan and produced vastly superior upgrades of all their previous mobile suits. Most MS are considered obsolete within a year or two of their entering production. Technology moves FAST in UC Gundam.

Honestly look at say an equivalent conflict like WW2 in our world it makes alot of sense. War changes quickly with two sides on equally footing especially when a new game changing technology has JUST been developed. If you look at the history of the tank in a world before the internet existed and modern engineering they made thousands of different tank designs and hundreds more modifications for many of them.
You can see the country Zeons based on in Germany, making and designing over the course of the war the Panzer III, Panzer IV, Tiger, Tiger P, Sturmtiger, Jadpanzer Panther, Panther II, Elephant, Maus, Goliath, Wirbelwind, and so many more its cursed. And that is a non-comprehensive list not including all the variants and factory modifications.

Well, the Bigro-type MA have some name motivation in my perception:
Bigro = Biglaw = Big Claw.
Grublo = Glublaw = Slavic root for 'deep' + Claw (there are some people of Slavic descent in Zeon like the Zakrello pilot Dmitri, it may well be that there are more of them in the MA department).
Shamblo = Shamblow = Shambling Claw (refers to its ability to move on land).
    P. S. It is said that many Russian engineers were involved in the creation of the Dobday-class land battleship, so their involvement in other Zeon projects is highly possible.

My guess for the reason why they couldn't fit the beam gun was because they needed the space for all the submarine tech to process the water and make it sink or float and all that stuff you don't need on a spacecraft.

I think the “blo” part is actually a play on words for below a nod to its amphibious design of being down below the ocean surface.

if it only works in water, would it not be aquatic, rather than amphibious

Sad we never got an amphibious Big Zam. Other than reinforcing and adapting it to water and gravity, it would fold up its legs like the Grublo arms and be like a super huge Zock when it comes to shore.

It shouldn't be called amphibious if it only stays in water. "Amphibious" is a word for something that could be in two environments...
