Haha! Interesting somebody did this on a very big scale.. they really collapsed a plastic top water tank due the vacuum inside later replace with metal tank. The waterwheel generator really generate enough for power tools hard to maintain leaks in top tanks so added a monitoring system and a vacuum pump powered by the generator. works.
