I have a few questions,
1. without referring to the metadata how did it get applied for the new server?
2. When the metadata for the startup script is created how do we exclude installations for 2 servers out of 5 ?
For Question #2, override in servers where you don't have project level startup script

For Q2, I am assuming metadata script is not applicable\will be ignored for Windows VM's
cloud.google.com/compute/docs/startupscript#providing_a_startup_script_for_windows_instances it is applicable for Windows also
