A lot of people don't care about rules or think they don't apply to them. Make as many signs as you want. It won't work on that kind of person that thinks they're above all that.

The guards are too inconsistent about enforcing the new boundary rules. And these tourists know the rules, they are just being entitled a*holes. They are going to completely ruin it for everyone else. Soon, the horses and guards that they disrespect will not be there for their amusement and abuse anymore.
A perfect solution to keep people out the box: Assign a properly trained border collie to each box while a horse guard is on duty. The dog's natural herding instict should be used to keep people out the box. A border collie on duty will not be distracted by people wanting to pet it. A little nip occasionally would let violators know that the dogs are there for a purpose.
I feel so bad for these Royal Guards for having to endlessly tell morons not to step in the white box. It seems that due to vision problems, some of these tourists can't see the white lines, so my suggestion would be to paint the lines wider perhaps to 4 feet wide. Also post a sign on both sides stating "Do not cross the whites lines". Also, train the Guards to project their voices when telling them to stay outside the white line. Make it fun by turning it into a competition as to which Guard scared the most tourists while yelling at them to stand outside the white line. That would be awesome!!!

BUSKA IN THE PARK: Why don't they have one uniformed police officer standing to one side of the front of each mounted guard in each stall who would stop each person who attempted to ignore the white line around the box and walk through it, who would physically stop the transgressor and make them go back and circumnavigate the box from outside of the white line?
