As of 2008 Dolly Wood changed insurance companies, the new policy stated that anyone outside of crewmembers could not ride on the locomotives. simply put it is just there to keep people safe.
It keeps the train stretched. The brakes are only barely applied on the cars as the engine comes over the crest of the grade. It is poor train handling to use the independent brake to control the train and increases wear on the locomotive.
+75Bird455 Dollywood uses spring switches at both the top and bottom of the mountain. So when the swtich is set "against" the weight of the engine and cars will push it open. Its so they dont have to have someone throw the switches every time they go up and down the mountain.

He’s trying to stretch the train out so the cars don’t bang together
Did he just run through a switch lined against him at 5:15?
