Many levels in Forces only take a couple minutes to beat if I recall correctly. I assume the hour time limit is there for the harder levels in the late stages of the main story, especially boss battles.
That ol' barrel of doom is a nuisance for all retro Sonic fans. Getting through it requires input on the D-pad, specifically move up and down in time with the object. :)
