I think the Bat-Signal was perfect at the end. This story was about why the Penguin is such an evil villain, so evil that it borders on the mythical. And when he crosses that threshold of becoming a powerful villain in the last scene, it simultaneously calls for a hero to be activated. Like Gotham or nature now knows it needs its Dark Knight, evil's nemesis.
Mannn this scene is so unsettling and disgusting. From his vegetable mom just laying and staring, which she specifically told him not to let happen, to his prostitute girlfriend dressing up as his mom and him telling her what to say to him. Just plain disturbing.
Thats the point though isn't it? Batman's villain's are disturbed whether they start out like that or become that. Oz is obsessed with power and influence and also clearly has an oedipal complex. He's achieved his lifelong goal and thinks nothing stands in his way.........until a light shines in the sky

It’s so disturbing that she told him to take her out IF she turns into a vegetable but Oz does the exact opposite and purposely keeps her alive for his own self interests and selfishness. That’s why Francis’s cries, because her son never truly does what she wants.
I see it as a fitting, although disturbing, punishment. He convinced himself that everything he did was for his mom, to have her love and approval even going so far as letting his brothers drown and it turns out that she knew, that she hated him for it and those were her last words to him. So Oz, being the disturbed individual we know he is, decided to fulfill one of his promises to her, watching the city from a penthouse, while neglecting his other promise.
I mean she's probably also crying because she knows full well that her son is the devil who took everything from her from her sons to her dignity and that she should've just had him killed when she had the chance
Fun fact: Sociopaths cannot feel true empathy for anyone, but they can feel a kind of "selective empathy". This means that they may develop a connection with certain people, but it is based on how those people benefit them emotionally. They cannot feel real love because they cannot experience the emotional depth that love demands. What they feel is more of a form of utilitarian emotional interest or dependence. Oz doesn't love his mother (even though he thinks he does). What Oz wants is her maternal love to feed his narcissistic ego. But he doesn't care about her as a person. That's why she doesn't care if she suffers as long as she "fulfills her function": Having the penthouse he promised her, and telling him that she is proud of him. He is a creepy overgrown spoiled toddler, whose sense of "importance" is still being the center of attention of her mommy, even if she is in agonizing pain or living as a vegetable. An inhuman born monster throwing a chilidish neverending tantrum... who cant possibly be any other thing.
That is waht i love about the show. Everything he does he says he did for his mom, and i think he really believes that to. But it all comes down to being praised by her, i would say it comes from his childhood where his mother never gave him enough attention. Or it was already like this at birth

People wanted him to come when really Batman prob had his hands tied already with something completely different, maybe something involving assisting city with repairs or something from the end of the last movie. The whole penguin show takes course over just a few months and penguin was relatively under the radar except for the past weeks in show

Not to mention that Batman would not take a risk to involve in a gang war between 2 Gotham's big mafia crime families killing each other.
It's understandable Batman not appearing, but every single gangster acting like he doesn't exist? They could have made him present with some dialogues abiut him, or someone with fear of doing something, or even the batsignal appearing along the series, would've made sense, specially after the setting scene in the movie where different street level criminals stop doing their thing afraid of the dark after watching the batsignal in the sky.
In the end, it shows that Oz may have had some humanising moments throughout the show. But in the end, he was and always will be one of Batman's greatest foes and Gotham's future Kingpin. 🐧
Any humanity we saw in Oz was an act and this episode showed him for who he truly is, a psychopath, a sociopath, a cold blooded murderer, and an animal.

From killing Vic, keeping his mother alive, and his girlfriend dressing like his mom, they showed us that Oswald is just as batshit insane as the rest of Arkham. Remember that in traditional Batman lore, the Penguin is almost always locked up in Arkham rather than Blackgate, which is where the sane criminals are incarcerated. Thank the writers they didn't make him a sympathetic anti-hero. Now we can all enjoy Batman jumping this mfer's ass

The best part of this show is how it understands Batman’s villains are compelling enough to tell their own stories *without* Batman. His presence elevates them just as they do for him, but they can and will stand on their own.

It's the perfect precursor for the sequel while also just being a good scene. And, depending on how the events of batman 2 goes this probably isn't going to get another season tbh.
The thing is that nobody gets in his way and the Bat Signal appears, it goes deeper since Batman looked at the Penguin as a nobody, but now he is a threat to Gotham.
What a great season, brilliant television. Im not big into comics and all that, the other films never grabbed me, but I am absolutely hooked on this batman universe. The film was beautifully dark and disturbed, the pacing was great and some of the shots were pure art - and this show just adds to it. Roll on the next installment! I'm all in!
I loved that the series didn't do anything outside of The Penguin. No Riddler, Mr. Freeze, Joker, Two-Face, Poison Ivy, just him. Then at the end, it's the return of the King, The Dark Knight, The Batman

As much as I love the ending. I still wish he would’ve worn that top hat and at least smoked a cigar. It would’ve been perfect. Earlier in the episode the councilman told him that he should clean his image a bit. I’m sure that’ll give Oz the idea that he should present himself as a more legitimate business man that just happens to be the kingpin of Gotham. Just like the classic version of penguin. Man, I love this series so much my excitement for The Batman Part II just Skyrocketed.

Vic solidified it when he called Oz family I think.
