Wamuchomba, we dont need a circular or a policy because it doesn't have no effect, but you as an MP and as parliament have the power to enact a law, an act of parliament actionable by any law enforcement agency across all schools in Kenya. It is a failure of parliament that we dont have an act of parliament directing the way forward for schools and parents. Parliament is failing us like it always have. Wake up parliament.
