I think you should remove those 2x4s to examine the cross steel they sit on for rust. It's a great place to trap salty water from winter road spray. You could delete them altogether and just use longitudinal 2x planks as your deck directly on the steel.
Stain the decking boards with equal parts diesel and used motor oil. Both bottom and top. Protect from the elements. Rhino line the under metal. Neat trick, wd 40 sprayer straw tops fit spray paint cans. Straw does lines perfectly. Lastly, don't use chip board. And most tire shops will put slightly used tires that they have on rims for you for about $40.
I have a Gooloo jump starter and I like it, it works great, I bought this one in the video with the compressor because my cheap home depot compressor (barely used) just burned out. It's only 70$ with discount, you can't beat that. I'll use mine without the jump cables, as a battery.

Wouldn't hurt to repack the wheel bearings with some fresh grease.

Replace the 2x4’s it’s your only chance to do it right, also take wheels bearings out a wash with solvent & repack with marine grease.
