Somebody needs to tell the "CEO" of the "high-end, luxury store" that his business is probably under surveillance of public cameras from at least 3-4 angles 24 hours per day. In addition, it is unreasonable [and stupid] to think a person contemplating doing harm to you and/or robbing your establishment would be out in front in broad daylight, on a public sidewalk, filming it prior to committing an illegal act. 🤔

The dispatchers who take these calls should be better trained. When a business owner calls about someone outside their business taking video the dispatcher should ask some simple questions to determine if the police need to respond or not. Are they threatening anyone? Are they harassing anyone? What are they doing that makes you think the police need to get involved? Most of these encounters would have never taken place if the dispatchers had better training.
There is no doubt that the "high-end" business has cameras everywhere, do you really think that 2 guys with cameras, at least one with a tripod right outside your door is casing the joint to rob it? If cops made a casual inquiry and then left, as obviously there is no need for them to be there, and the shop owner ignored the "auditors", this would go away. No action, no views, no audits.

If the training I got as a part time library employee is anything like the cops, that is the initial protocol, ignore them unless they are explicitly disrupting business, then call the cops and issue a trespass
