That's really a grey area. In the United States, there is "fair use," allowing you to make copies of copyrighted yet entitled content (backup DVD's for example). So most of us have purchased nintendo roms... arcade stuff? not so much. I actually have a Dragon's Lair DVD-game (use remote control to play), kinda fun :)
