As a former water system operator, I can tell you for a fact that even resending it a million times, too many people don't pay attention, end up getting sick and whine to the water company they were never notified. I ran a very small system (only 40 customers, and every time I did a boil notice I still had well over half of them come back with "Why didn't you tell me?" (That after written notice on each door, at the community mailboxes, the community dumpster, and our local papers and TV news stations.)
