This boost converter ckt can't provide sufficient current that led glows in 20 watt. The ckt can provide only upto 300 mA without heat sink.

Az ötlet jó, de hiányos. A LED-hez a hűtőborda hiányzik, a Li-Ion akkumulátorhoz a TP4056-os töltő modul, és az ilyen mobil akku semmire se jó, de helyette a Sanyo 18650-es akkukat (párhuzamosan) kellene használni.

I think it functions the same as a flashlight, which can be charged with a batrey.
Emergency lights should stay on line, be connected to the electricity grid, and function when the lights go out without having to turn on manually using the switch

It won't the battery carries 3.7 volts by using boost converter there will be power loss and also boost converter won't able to keep same voltage as battery be going down. This is merely a flashlight rather than emergency one
