COVID-19 patients denied telephone access; patient complaints of medication side effects.

    DSH-Patton, EMERGENCY, patients & COVID-19 patients denied phone calls to/from their families: 07/25/20, today we interviewed, Charles Jackson, a patient on Unit EB09, at Patton State Hospital, where he described having debilitating side effects from his psychiatric medication which involves seeing spots in his line of vision. He stated that medication has been given to him specifically for the side effects has not been effective and he is extremely distressed.
    The most alarming, and emergency aspect of this interview, was a first-hand eyewitness report from this COVID-19 victim who is aware of patients being denied access to telephones to make and receive calls which is an explicit violation of state law governing Patients’ Rights (Welfare Institutions Code) Charles stated he was recently on the COVID-19 Unit, EB11, and witnessed the incoming telephones of the hook, and that no notice was given to him about how calls can be made or received by alternate means. As of this morning, telephones remain of the hook on the COVID-19 unit EB11. Yesterday, DSHABUSE contacted executive director’s office at Patton State Hospital and was told they had no knowledge of this. Then this morning, the Watch Commander at Patton told DSHABUSE that the denial of telephone access was somehow justified by circumstances and he would not discuss the matter further.
    It is illegal to deny any patient telephone access without going through a “Denial of Rights Process.” If the Department of State Hospitals felt that physical access to telephones caused a health hazard, it is required to adopt least restrictive measures such as installing speakerphones, or some common sense idea like that. Charles Jackson also reported that even on the non-covid-19 Unit, EB09, patients were denied telephone access for over 1 month and told to stay in their rooms.
    Yesterday, several officials with Disability Rights California were notified in this manner. Late in the afternoon on 7/24/20, a retaliatory gassing took place against the Director of DSHABUSE and has been reported to the Chief of Law Enforcement for the Department of State Hospitals. Immediate action by the Director of State Hospitals, and the Governor is required in this matter, and all of the issues posted on this TH-cam channel.
    (July 29, 2020, The Director of DSHABUSE, TH-cam channel, has contacted Disability Rights California, and the patient rights office at Patton State Hospital, to file an SOC-341 abuse complaint on behalf of the patients who have been denied access to telephones against State Law. As of 7/29/2020 these agencies have not responded).
