Cross bleed in auto during Engine failure the cross bleed is shut only. But if you take APU bleed then it opens like in normal operations. ECAM will suggest you taking cross bleed open to facilitate aircraft performance, this also helps utilize the bleed to help start the other engine as per QRH.

Because engine start has priority over leak detection logic.

Why position of the eng starter valve is different in ceo and neo ?

Because Neo since it generally produces more thrust and has higher pneumatic pressure, the overpressure valve protects the starter in this direction too in case of a cross bleed start, so that too much pressure also doesn't reach the engine starter.
