God this mission was a pain in the ass for me to play back in the day... had I known you could literally just walk the diplomates all the way to the fortresses without any major resistance I would have done that instead of trying to weaken production enough to actually escort the diplomates there.
Normally I use a Chinook to bring him closer and to save time. Towards the end I walk him in. But Rostov I need to use a howitzer to bring down the 2 towers first. Since diplomats are quite expensive, I tend to just send them out at the start and wait for tribute production to catch up.
You are completely correct to be fair I am not really trying be complete the scenario as quickly as possible. I am just showing an alternative approach.

The most painful missions of this game are, yes, Russian, but the pain is usually associated with missions 2 and 4.
The most painful mission is still roman mission 6, especially when siding with Ptolemy.

Interesting approach, but it is time consuming. Perhaps few nuke bombers + figter jets to cover them from anti-aa would be much faster.

If you have windows 10 put the game in windows 8 compatibility and it runs, (don't ask me why it just does)
