A new seated east stand that would be good keep the away end terraced and uncovered though

If you want league 2 football, you have to have covered stands for away fans

I'm sure you don't need stands to be covered, Yeovil was one in league 1 as a charlton fan I can remember, got soaked but that football I geuse!
