Conclusion, I think both are very good for Diluc, but for Vaporize elemental reaction Rainslasher won because of refine 5 and passive which adds more damage to enemies affected by Hydro and Electro, while for Blackcliff Slasher passive is only active when defeating enemies and I only have refine 1, maybe if Rainslasher R1 vs Blackcliff Slasher R1 has the same damage.
Rainslasher works great with Diluc (Vaporize Elemental Reaction) and Beidou.
Blackcliff Slasher is great for all DPS Claymore Users.

Kesimpulan, Menurut saya Dua-duanya sangat bagus untuk Diluc, tetapi untuk Vaporize elemental reaction dimenangkan oleh Rainslasher dikarenakan refine 5 dan pasif nya yang menambah damage lebih besar kepada musuh yang terpengaruh Hydro dan Electro, sedangkan untuk Blackcliff Slasher pasif nya hanya aktif jika mengalahkan musuh dan saya hanya mempunyai refine 1, mungkin jika Rainslasher R1 vs Blackcliff Slasher R1 mempunyai damage yang sama.
Rainslasher sangat bagus jika dipakai dengan Diluc (Vaporize Elemental Reaction) dan Beidou.
Blackcliff Slasher sangat bagus untuk semua DPS Pengguna Claymore.
For Melt Reaction, Blackcliff Deals more damage than Rainslasher because passive Rainslasher doesn't work for Cryo or Melt Reaction

I want to use rainslaher on diluc also but because I only keep getting crit rate on substats I am now considering to buy blackcliff... (like my ratio is already at 1:1, I just want to get crit dmg rolls on my flower and feather because my onky circlet is crit rate 🥲)
with Raiden shogun this composition gets even more interesting, change Zhongli for Baal and you can have constant electro application on enemies to proc the passive of the weapon, plus you can run Lionroar on Xinquiu for the same reason, with Bennet and Diluc to apply pyro and specially with the skill from Baal you can proc the passive of Lionroar all the time for a lot extra damage of the rainswords and the Shogun buff the ult and regen everyone's energy, this team with those weapons became so broke!

I only have one rainslasher like R1 but I guess If I ever get Diluc then it's more than worth a try.
Been doing r1 comparisons on my account. Diluc's main weapon is rainslasher now, it's been consistently giving me about 2k more damage a vape swing and its level 70 compared to my level 80 blackcliff.
Great.. I have too many claymore characters and level 1 r5 rainslasher..
Rainslasher looks like a better choice for bossing vs Blackcliff for normal gameplay/exploration since those small creature will get CC'ed by his Burst and out of Hydro range reaction.

Is this weapon bad for chongyun? In situations like doing the skill and normal attacking while xinqui acts as an enabler for freeze reaction wouldn't the passive not activate because the hydro doesn't actually apply to the enemies instead it instantly freezes? I'm not really sure how it works so I apologize if it sounds dumb.
I'm not sure if Chongyun is good or not if he uses a rainslasher, but I prefer DPS Chongyun to use Blackcliff, Archaic prototype, Fish Claymore and of course 5 Star Weapons are better, Sacrificial Great Sword is better for Support Chongyun
