They have incredible reach and insane momentum when it comes to power, which makes it really easy to snap bones/cause internal bleeding. It's also incredibly intimidating. Who WOULD attack someone who has a staff and knows what they're doing with it? But sure, they might not use some of the more delicate moves, buts staffs are very practical in a fight.
I can imagine the conversation a serious doubter of the bo's efficacy would have with a master wielder of the weapon: "Oh, woo, you're twirling around a stick. Looks cool, but it's not like it can really...OOOOOOOF!!!"
chloes bo staff skills are supernatural, i've seen her in competion a few times..
