You seem to be correct on that, if it used to be a prior feature, i'd assume it would've been changed due to the fact it could make things a whole lot easier (Which might take the fun out of a few levels :P)! Personally I like them this way now, gives a few levels a genuine challenge and a quick re-think on how you place your towers / upgrade them :)
