Maybe because it's just to give the most general idea to animators of what will be done-
There's even some text on it, barely any detail and it's quite funny compared to the final version lol

Ironically it’s less of an act of laziness and more what you’re supposed to do.
In order for whoever’s picking up the boards to translate into something in motion, it’s generally advised and enforced that storyboards are SUPPOSED to be quick stick figures that essentially focus purely on getting the point across.
These are called thumbnail’s. Which are usually drawn rough, quick and incredibly small for ease.
It gets things out faster and saves time, which is generally important in animation but also specifically with how yikes the Japanese ani pipeline is.
I dabble in animation myself, and I can admit I’m guilty of doing the opposite this exact thing, though in this case, a lot of the time the stick figures are more well rounded seems to be to specifically highlight something that will be important in the Ed, (bouncing hair) what direction a character is facing or turning etc
With me it’s literally just having an itch in my brain that makes me wanna draw the whole thing.
Which would be redundant in an official production considering I’m just wasting time drawing over the same piece over and over despite the fact that these pieces would be smidge and handed off to someone who’s literal job is to redraw something 10x over, and better than mine in every way.
Look up storyboards of any movie or show and you’ll see this in action a lot!
