Speed test hardly ever spawns; I made over 30 runs through Copernicus before it came up for the first time. Then, even though I had eliminated all enemies on the level, it still timed out and gave me a mission fail while I was trying to clear the ice floor section. I really dislike this kind of manipulation in Warframe.
the location or the order in which you do it? The locations for all the tests are random and speed drift is one of the rarest ones so you won't see it that often.
You can use chroma and have your effigy activate one of the platforms. And then your operator activates another and your warframe the next. If you don't have chroma the same thing might be possible with wukong or equinox. If you have either of those frames then you can always do the clem mission to get a clem specter and you can also buy specters from your syndicates. Completing rescue missions also give you specters for your warframe. If none of those work for you then you need atleast one other person with you in order to complete the mission
You just have to look carefully when on the moon. They can blend in with the environment sometimes so if you don't know what you're looking for then you might miss it.

Saryn's molt can also trigger the coaction drift pads, so you only need one specter (or in my case, the railjack crew)
That makes sense. And the rajljack crew is better since it doesn't waste resources but it does require a fairly high intrinsic

I'm not sure. I've had numerous times where I didn't find one so I don't think they're guaranteed.

Yea I feel you on that. The spawn rate for some of these are abysmal sometimes. It's a little too random
